paramIndex:Number - The index of the command line parameter

A String

Retrieves the specified command line parameter set when the application has been executed. Command line parameters are assigned an identifier in the order they appear in the parameters list.

Note that all arguments are returned as strings - even if they are numeric values. So you would need conversion, e.g.:
var inputParam:String = mdm.Application.getCMDParams(1);
var inptuParamValue:int = parseInt(inputParam, 10);
